Is this safe with antidepressants and high blood pressure meds?

  No, it's not. Many ingredients in the patch actually interact with medications. I'm very disappointed to see that this information is not listed on their website. For example, valerian interacts with benzodiazepines (Klonopin). Valerian also interacts with Xanax. Skullcap also interacts with Klonopin, Xanax, and anticonvulsants.
